!!! Urgent Help for Jimjam.! Mumbai

Near 8 mnths ,indie+lab mix ,he was abandonned near diamond garden busstop, Chembur by his owner who resides in Chembur .They don't want him

He would be sitting in the busstop curled up ,damp, shivering ..,cough ,cold etc .
We treated him ,fostered him ,tried for his adoptions for more than 3 mnths .finally we released him back in his own place near Diamond Garden Chembur where we are the feeders .
He again went missing for 4 days and we received a call from his owner who stated Jimjam is with them ( I went to check ) they expected me to take him back .we requested them to keep for a few days till he's neutered .but the same day in poring rains this boy released him in diamond garden again ( we found Jimjam howling ).we fed him and thought he would be there but again he goes to Gaothan area where his owner stays but this time with a huge gash ( like someone had run a blade) between his paws , limping he was ,he went to my friends place near her balcony and started howling .she fed him,kept him safe in her balcony as he had an injury ,we went each day to treat his paw ,feed him .
He was sent for neutering then on and came back on 11.10.21 .Again I was told to release near diamond garden area instead of Gaotan area where his owner stayed cause he may cause trouble to the lady who healed his paw ( she is on a rented building,aged mother ) .

Jimjam moved away again and we found him on 13.10.21 Near ghatla area after 2 hours of search .

This time we left him in his own area but we are receiving plenty of calls from the lady who treated him as he's again sitting outside her building .her neighbours are complaining.

I have been asked to shift him to another locality/ Shelter today .? Is this justified to Me as a rescuer / or to Jimjam ?

He in desperate need of a home ,with an outdoor area as he loves to move around .He seeks love and affection .But unfortunately ....he's not getting.adopted

He's
vaccinated ,dewormed ,
neutered

Facts : He's fun loving ,loves to play with chappals ,yes , he needs training .

He's ideal for a house with garden area ,as he loves to explore,run around and play
